District, to Amherst. Philadelphia. 25 March 1759. Reporting that orders
given for COLONEL STEVEN to march with 300 men of the Virginia
Regiment from Winchester to Fort Ligonier to reinforce that post and to
carry a month's provisions, to be followed by 700 more Virginian Provincials
under Colonel Byrd as soon as sufficient food has been collected.

Monckton to Amherst. Pittsburgh. 30 July 1760. Reporting that on 29 July
Major Stewart of the Virginian Regiment left Fort Pitt with a detachment in
boats to establish a post at Venango. Also stating that he was writing to
Lt. Gov. Fauquier asking to send the rest of Colonel Byrd's battalion to Fort
Pitt. COLONEL STEPHEN with the Virginian recruits had not yet joined nor
had he heard of them.

Fauquier to Monckton. Williamsburgh. 17 Oct 1760. Reporting that the
Assembly of Virginia had passed a Bill recalling all Virginian Provincials
from under Monckton's command to place them under Colonel Byrd in
defence of the southern frontiers against the Cherokees; he had sent
orders to COLONEL STEPHEN accordingly.

from Fauquier to Colonel Byrd dated 16 Feb 1761, instructing him to explain
to Amherst that if the Cherokees accepted the peace terms offered them by
Colonel Byrd in Sept 1760, Virginia could not attack the Indians without being
guilty of gross breach of faith but would then be accused of refusing aid to
South Carolina. Orders had been given to COLONEL ADAM STEPHEN to
assemble at Winchester those Provincials returned from Fort Pitt preparatory
to a move southwards.

Fauquier to Amherst. Williamsburgh. 3 June 1761. Enclosing copy of a letter
from Colonel Byrd to Fauquier dated 29 May 1761 (ff.77-78), in which he reported
the arrival of COLONEL ADAM STEPHEN'S Provincials from Winchester, the
impossibility of advancing due to the lack of provisions, the need of cartridge paper
and the assumed intention to postpone or abandon the operation. He also asked for
a leave to go to Philadelphia to see his wife who was reported "dangerously ill."

complaining of delays in receiving correspondence and announcing that he would

North Carolina Regiment), his own intention to advance to Houlston River, officers' promotion,
the shortage of officers and his belief that Colonel Grant's operations would not relieve
pressure on the Virginian Provincials.

letter from COLONEL ADAM STEPHEN, who had assumed command of the Virginia

and of the peace negotiations with the Cherokees. also complaining of lack of information
from South Carolina as to the situation in that colony.

ADAM STEPHEN (not included in this volume) and stating that by a Bill then before the
assembly he would be authorised to retain the existing Provincials in pay until the
conclusion of peace with the Cherokees and thereafter to retain a smaller number.

Fauquier to Amherst. Williamsburgh. 11 Dec 1761. Forwarding a letter from COLONEL
ADAM STEPHEN (no letter in this volume, but see f.96) and a copy of a letter from Major
General Parslow, Gov. of Gibraltar (see f.95) and reporting that on the advice of the Council
he had ordered COLONEL ADAM STEPHEN to withdraw his Provincial Regiment to Fort
Lewis and there to disband it. Also reporting that the Assembly would almost certainly
refuse to pay for or garrison the fort built by COLONEL STEPHEN. The men sent from
Gibraltar had been enlisted as marines on board H.M.S. Diana (see f.95).

Copy of a Treaty made at Great Island Camp on 20 Nov 1761 by COLONEL ADAM
STEPHEN of the Virginia Provincial Regiment and certain named representative
Cherokee Chiefs. The two articles of this treaty were supplementary to those included
in the Treaty made by Lt. Gov. Bull of South Carolina. The articles related to the
Tuscavovo (?) Indians and to the surrender of Cherokee Indians guilty of murder.
This document was enclosed in Lt. Gov. Fauquier's letter to Gen. Sir Jeffrey Amherst
dated 11 Dec 1761 (see f.94)

recommend to the Assembly that the Virginia Provincial Regiment should not be disbanded.
Enclosing also three returns of the Provincial troops under COLONEL ADAM STEPHEN'S
command dated 28 Nov 1761. (see ff.98, 99, 100).

Fauquier to Amherst. Williamsburgh. 21 May 1762. Reporting the arrival of Colonel Byrd,
the terms of service of the Provincial Regiment, the urgent need for convoy escort for the
homeward bound Virginia fleet, the steps taken to prevent illicit trade with the enemy, and
the appointment of COLONEL ADAM STEPHEN to command the Provincial Regiment.

Fauquier to Amherst. Williamsburgh. 2 Aug 1763. Having consulted the full Council, he had
decided not to call the Assembly or to attempt to raise a Provincial Regiment owing to the
delay involved, but to call out the Militia to defend the frontiers. He had 500 men under
COLONEL ADAM STEPHEN on the North West frontier and another 500 under Colonel
Anderson Lewis to protect the South West frontier. He believed the recent outrages in
Virginia had been perpetrated by Northern Indians returning from attacking the Cherokees,
and not by local Indians. Asks also for arms from the King's stores.

Amherst to Fauquier. New York. 16 Dec. 1761. Expressing approval of the conduct of
COLONEL ADAM STEPHEN since he assumed command of the Virginia Provincial
Regiment, desiring that the Virginians now be withdrawn (but not disbanded), and
reporting that Gov. Boone had left New York for South Carolina and would correspond
with Fauquier.

Amherst to Fauquier. New York. 12 Feb 1762. Approving of the method adopted for
disposing of mutinous soldiers sent from Gibraltar and of COLONEL ADAM STEPHEN'S
conduct in making peace with the Indians, and again urging the wisdom of keeping in
pay the Virginia Provincial Regiment owing to the threat of war with Spain.

at Bushy Run and COLONEL ADAM STEPHEN'S arrival at Fort Cumberland and Fort
Bedford, and asking for Virginia volunteers to attack the Shawnees, if necessary
supported by Regular troops from Fort Pitt.

Amherst to Mr. Blair, President of the Council. New York. 5 Oct 1763. Announcing the
dispatch to Virginia by the first available vessel of 1000 good muskets with bayonets
and cartouch boxes complete and asking that the Assembly be urged to permit
COLONEL ADAM STEPHEN and a corps of volunteers from the Militia to take offensive
action against the Shawnees, and that COLONEL ADAM STEPHEN be immediately
notified of the Assembly's decision on the matter.

of Holston River. 24 Nov. 1761. Reporting the confirmation of the peace treaty by the
Cherokees, his recommendation that Virginia should maintain the post already
constructed at Great Island and enclosing copies of speeches made at the Peace
confirmation conference.

Bouquet to Amherst. Fort Pitt. 6 Feb 1762. Reporting his receipt of a letter from
COLONEL ADAM STEPHEN, commanding the Virginia Provincial Regt., dated at
Fort Chiswell on 7 Jan 1762, announcing that he had received orders to disband
his regiment, and asking that the Virginia Provincials in garrison at Red Stone Creek
and at Fort Cumberland(in all, 2 Sgts, 2 Corporals and 27 Privates) should be sent to
Winchester for discharge. Since he could not supply replacements, Bouquet had
ordered the Virginians to remain at their respective posts until relieved.

Bouquet to Amherst. Fort Pitt. 15 Sept 1763. While admitting that Virginia and
Maryland had "exerted themselves" to defend their own frontiers, complains that
their Militias could not by law be used outside their own provinces and mentions
that COLONEL ADAM STEPHEN, having 100 volunteers, could not furnish an
escort for a convoy from Fort Bedford to Fort Ligonier.

Copy of a letter from Brigadier General Robert Monckton, Commanding the Troops in
the Southern District, to Major General Jeffrey Amherst, Commander-in-Chief in North
America, dated at Pittsburgh on 30 July 1760. Reporting on the military situation in his
area and mentioning the departure on 29 July of Major Stuart of the Virginians (Virginia
Provincial Regt.) with a detachment to attempt to travel by batteau to Venango, since
the river had recently risen a little after rain. Reporting his letter to Lt. Gov. Fauquier of
Virginia asking for the remainder of Col. Byrd's Battalion (of Virginia Provincials) to be
sent forward to Pittsburgh: COLONEL STEPHENS with the Virginia recruits had not yet
arrived and this matter is being mentioned to Lt. Gov. Fauquier. Also suggesting that
Pennsylvania and Virginia should be urged to garrison some of the frontier forts with
Provincials in peace time. Endorsed on f.169 as on f.144.

conduct of the authorities in Virginia, who, unlike those of Pennsylvania, at once
called up 1000 Militia, 400 of whom are under COLONEL ADAM STEPHEN had
defeated an Indian party and had occupied Fort Cumberland. He (Amherst) was
instructing COLONEL ADAM STEPHEN to guard the line of communication
towards Fort Pitt and to undertake "offensive Scouts" when necessary to clear
the area. (see also f.125).

at Fort Bedford'. New York. 31 Aug 1763. Asking him to persuade "a respectable
body of volunteers" from among his men to undertake offensive action against the

should confer with Bouquet concerning the possibility of taking offensive action
against Shawnee settlements on the Ohio.

was found impossible to move 42nd Regiment to Presqu' Isle but hoping that instead
he would be able, with the assistance of COLONEL ADAM STEPHEN'S Virginia
Volunteers, to act offensively against the Shawnee and also against some Delaware
settlements.

quoted) from COLONEL ADAM STEPHEN reporting that he intended to provide 100
of his Virginia Volunteers for convoy escort, and had engaged "a respectable body"

Lt. Governor's permission.

his arrival "yesterday at this our most advanced post" without any assistance from
the contractors, his intention to advance with 500 men to Stalmakers and to leave
LIEUTENANT COLONEL ADAM STEPHEN with the rest of the Regiment at Fort
Chiswell to escort provisions forward to Stalmakers later. Return of the Virginia
Provincial Regiment on 30 June 1761 was enclosed.

Colonel William Byrd to Amherst. Camp at Stalmakers on Holstien River. 1 Aug 1761.
Reporting his arrival at Stalmakers on 19 July and being there detained by want of
carriages and horses, his contact with The Little Carpenter heading a Cherokee
delegation suing for peace, complaining of his "dispicable" situation being unable to
chastise the Indians and forbidden to treat with them, and asking permission to hand
over command to LT. COLONEL ADAM STEPHEN and to retire. A return of the
Virginia Provincial Regiment dated 31 July 1761 was enclosed (see f.274).

the failure of contractors, who, he asserted, had never intended to supply his force
beyond Great Island, and stating that he had resigned his command of the Regiment
which he had left with two months' rations and under LT. COLONEL ADAM STEPHEN'S
command.

Camp at Great Island. 5 Oct 1761. Reporting his forward move 58 miles W SW from
Stalmakers to Great Island on Houlston River, his contacts with Indians and lack of news
from North Carolina. Enclosed were copies of letters received from and sent to Indian Chiefs
(ff.279-281) and a return of the Virginia Provincial Regiment dated 9 Oct 1761. (ff.282-283)
Note the discrepancy in dates.

COLONEL ADAM STEPHEN to Amherst. Camp at Great Island. 24 Oct 1761. Reporting the
pacific (specific ?) behaviour of the Cherokees, the arrival of Colonel Waddell's North Carolina
Provincials, and the advisability of maintaining a permanent garrison in the fort he had built
on the banks of the Houlston River. Enclosed are letters from Cherokee Chiefs (f.288), a
return of provisions in store at Great Island on 23 Oct (f.286) and a strength return of the
North Carolina Provincials (f.287).

Copy of a letter from Francis Fauquier, Lt. Gov. of Virginia, to Brigadier Gen. Robert
Monckton, Commanding the Troops in the Southern District, dated at Williamsburgh
on 17 Oct 1760. Reporting that he had laid the Brigadier General's letter (asking
Virginia to maintain 300 Provincials in pay throughout the winter to garrison frontier
forts) before the Assembly then sitting and recommended that the request be granted.
The Assembly however, refused in view of the reduction of all Canada to British rule and
the exposure of Virginia's south western frontier to Cherokee raids and passed a Bill
requiring all Virginian Provincials in the north to be withdrawn to join Colonel Byrd's force
in the south; if detained beyond their time, the Provincials were not to be considered
as in the pay of Virginia. LT. COL. ADAM STEPHENS had been ordered to act
accordingly. (This copy was enclosed in Brigadier General Monckton's letter of 30 Oct
1760 to Major General Amherst; see ff.109-110). Endorsed on f.112 as on f.47.

Extract of a letter from Lt. Gov. Fauquier of Virginia to Col. Byrd (Commanding
the Virginia Provincial Regiment) dated 16 Feb 1761. Requesting him to confer
with Major General Amherst on the peace terms proposed (see ff.26-27) to the
Cherokees since those peace terms put Virginia in a difficult position - if she
invades Cherokee country she will be accused of a breach of faith and if not
she will be blamed for not giving promised aid to South Carolina. Meanwhile
he (the Lt. Gov.) has ordered LT. COL. ADAM STEPHENS to collect Provincials
at Winchester in preparation for the march southwards, but they could not join
the detachment on the south west frontier "by the full moon in March:. Enclosed
in the Lt. Gov.'s letter of 16 March 1761 (see ff.24-25) and similarly endorsed.

Copy of a letter from Lt. Gov. Fauquier of Virginia to Capt. Bullitt, dated at
Williamsburgh on 16 Feb 1761. (Capt. Bullitt was apparently commanding
that portion of the Virginian Provincial Regiment already on the South Western
frontier). Giving him instructions as to the line to adopt with "The Little Carpenter"
(a Cherokee Chief) on his arrival at the frontier and reporting that the main body
of the Virginian Provincial Regt., had been relieved at Fort Pitt and at neighboring
posts by the Welch Fusiliers and was now being assembled at Winchester by
LT. COL. ADAM STEPHENS in preparation for marching southwards. Enclosed
in the Lt. Gov.'s letter of 16 March 1761 (see ff.24-25) and similarly endorsed, on
f.31.

Reporting the result of Timberlake's mission to the Cherokee towns, information
concerning French movements to the southward, his own withdrawal of the Virginia
Regiment to Fort Lewis, offering to raise an Independent Company of 100 "woodsmen"
for pacification of the Cherokees and enclosing a return (f.25) of ther provisions in
store at five named posts on the lines of communication to Fort Lewis.

COLONEL ADAM STEPHEN to Amherst. Fort Lewis. 20 March 1762. Reporting
that, in accordance with orders received from Lt. Gov. Fauquier of Virginia, he had
disbanded the Virginia Regiment "about the 1st instant", except for those men on
the line of communication to Pittsburgh, and that he had provisionally engaged some

Fredericksburgh. New York. 5 June 1762. Acknowledging receipt of his letter dated
27 May together with a "sketch of the country towards the Cherokee country",
requiring him to be ready to move his regiment either northwards or southwards at
short notice and to exercise the men as soon as they received their arms. Orders
had been given for the issue to Lt. Colonel Mercer of 166 tents at Philadelphia for
the Virginia Regiment.

Provincials.

the Provincials. Also acknowledging receipt of his letter dated 18 June 1762 with
enclosed return of the Virginia Regiment.

New York. 8 July 1762. Hearing that COLONEL ADAM STEPHEN had 177 recruits
for the Regular Army, he (Amherst) was sending the brig "James", master, Samuel
Montgomery, to Hampton to bring back these recruits to New York. He would send
another vessel later for the remaining recruits to complete the Colony's quota.

(see pp.47-50) a memorial of George Washington, ADAM STEPHEN and Andrew
Lewis on behalf of themselves and the other surviving officers and soldiers who in
1753 had fought in defence of Virginia against the French and who were promised
200,000 acres of land east of the River Ohio. Endorsed on p.46 "March 9th 1763 -

Cumberland. New York. 25 Aug 1763. Having heard from Lt. Gov. Fauquier
that he (STEPHEN) had been given command of 500 Virginian Volunteers
from the Militia for frontier protection and had reached Fort Cumberland,
requesting that he would use these troops to keep open communications
between Fort Bedford and Fort Pitt and also to act offensively against Indian
raiding parties. Colonel Lewis was to command another 500 Virginia militia.

out that it was then too late further to apply to the Virginia Assembly for

the Barbarians and punishing them as they deserve".

killed and scalped many people on the Virginian and Maryland frontier and
describing successful counter-action taken by COLONEL ADAM STEPHEN'S
Virginian Volunteers from Fort Cumberland.

ADAM STEPHEN was then at Winchester, and had been informed of the great
fatigue of the regular troops and the need for "woodsmen and scouters" to escort
convoys. It was hoped that his march would be accelerated as a result.

Ourry to Amherst. Fort Bedford. 11 Sept 1763. Reporting on the situation, stating that
COLONEL ADAM STEPHEN (of the Virginia Militia) was at Winchester and that a
letter from him which had just arrived explained why for legal reasons he could not
order his Virginian Militiamen to serve outside the colony except as Volunteers. He
would however try to persuade them to do so.

Ourry to Amherst. Fort Bedford. 8 Oct 1763. Quoting extracts from a letter from
COLONEL ADAM STEPHEN dated 5 Oct 1763, explaining that he could not move
his men beyond the Virginian frontier unless ordered to do so by the Assembly of
Virginia or unless Amherst promised to meet all expense of provisions, medicines
etc. He also explained the reasons for delay in the delivery of flour.

COLONEL ADAM STEPHEN, Commanding Virginia Militia, to Amherst. Winchester.
12 Oct 1763. Reporting the steps he has taken to overcome by persuasion the legal
bar under Virginian law which prevented the Militia being compelled to serve outside
the colony, the provision of 100 Virginian militia volunteers under Capt. Fields to assist
Major Campbell in escorting a convoy from For Bedford to Fort Pitt, his patrolling of
the frontier, refusal to act offensively against the Indians except under guarantee of the
Crown meeting all expenses, and urging very strongly the desirability of opening up the
Fort Pitt line of communication by Braddock's route rather that by Forbe's route via
Fort Ligioner.
